Specific Gif edit

I made a theard earlier but I didn't upload the images properly so this time it's right
So as you can see the first picture is full and the second picture is like half of it, I want my gif to be like the second avatar in there half and same colour like from half down, exact same colour but as a gif. The gif is bellow

I've blacked out the lower 50% off the GIF but do you actually just want it cropped so that it's 184 x 92px?
