glassy/watery surface reflection

just wondering if anyone out there knows how to make a watery/glassy reflection of words, like the words are hovering out over the water and there are waves in the water, but you can still see a reflection. i've used some of the filters and transformed the perspective, but then the ripples look very flat (like you set a picture of the ocean at perspective - it just looks like a picture of waves tilted away from you rather that waves receeding in real space) - anyway thanks for listening! ;)

Not to sure what your after but here is an example done with one of Photoshops default actions - maybe this is what you are looking for [confused]
 
Try making a displacement map from the part of the water where the reflection will be. make sure to flip it before you save the displacment map, then create the text on a same sized file and load the displacement map?
