How to edit images like this?

Choose a head in profile.
Choose a face in 3/4 or like you wish.
Open the head in profile. Cut out the black part and place it on his own layer.
Open the face picture and drag it over the head picture. Reduce the opacity to place the face the way you want. Make the opacity back 100%.
Clip the 'face' image: layer-->create clipping mask

Good one .I have a question there.I s it possible to move the clipped image with clipping mask on to adjust the image in the shape ? Thank you !

Yes, just highlight the clipped image and use the move tool to move it.
