I have made this type of effect before! I actually believe that it was by accident and I can't remember exactly what I did!!
I have played with this for a few hours now and this is about the best I can do for now!

OK.
First (Bottom) layer, one Red ellipse.
Blend mode "Normal"
(Note: This ellipse is 352px x 352px)
Second layer (on top of first), one White ellipse.
Blend mode set to "Overlay"
(Note: This ellipse is 352px x 352px)
(Note: You can copy the red layer and change the color)
Third layer (very top), one smaller White ellipse.
Blend mode set to "Multiply".
(Note: This ellipse is 166px x 166px)
On the third layer, the very top layer, add a layer style with the following settings....
Should look like this!
