Help me understand with what SW ,Filter or Plugin this photos are made!

Can someone help me understand how this photos are made?
I'm using phsh for 23 years, but never face such result.

In my opinion, looking at the second picture. two options.... or they take a good photo and made it old and blurry with photoshop or they take an old photo and made a really good drawing job XD.
