Help with Creating Layers

My objective: to make a composite image from two or more photos, clipart, etc.
I accomplished opening an existing photo and displaying the Layering Palette. By double clicking the photo I created a layer and renamed it background. I opened another photo and a clipart image. How do I get these new images to appear as layers in the Layering Palette along with my background image. Every time I double click on another image it shows up in the Palette with the name "Index" (locked) and my original background layer has vanished from the palette list.
 
open one in photoshop copy all of what you want, open the other and paste the first one, you will automatically have 2 layers

or open both and click drag and drop . other ways but those are easiest
 
Drag and drop usually won't work for locked index images. Open the clipart you want to copy. Press CTL+A; CTL+C. Go to your new document. Press CTL+V.

Should paste the clipart just fine.
