Help with identifying effect used.

Hi all,

In the attached image file, does anyone know what effect(s) were used to create the colored glowing/smoky rings around the hands as well as the smoky cloud effect? I need to reproduce this effect with a different background color as well as different hands.

Also a note - the only version of the original I have is a .jpg that has no layer information at all.

that could be done with filter > render> clouds and then a radial gradient and a colour overlay but in this case it possibly is a smoke brush painted in.
