here is the image i've found, i would like some ideas on how to make an effect like this on a picture

From what I see, that's called a BOKEH effect. - a Photography effect.

Isolate and duplicate the main subject on a layer and apply a blur to the original layer...... I used the motion blur to hilite the already blurred image BG....

No your not. But in terms of style, it's called BOKEH effect.
