How can I apply this glowing affect?

use a big soft brush first one, from the top left side on the brush palette, whit a low opacity, choose the green color and set the blending mode to overlay, soft light or color.

Other ways you can use a radial gradient, from green to transparent, also can be created whit a layer mask, but the soft brush technique will be the easiest.
 
ok it is more complicated in that picture as there are multiple layers spread over the glow but will give you 3 ways to achieve the effect
1) get a large circular brush with 0% hardness place in center of a new layer with the green colour selected click once you will achieve similar effect
2) do the same as option 1 but right click the layer it is on (hopefully on its own) select blending options>outer glow and set the colour to green and adjust the size and spread to suit your needs
3) create a radial Gradient with different shades of green and apply the gradient in best posistion
