how can I do this flash effect`?

Hi, I'm new to photoshop and still need a lot of practice.

Can anybody explain me or show me where I can find a tutorial that explains how to make this kind of flash animations?

It looks like a maximum of 5 frames are used in that GIF. If you search for "Make GIF in PS", there should be plenty of tutorials.
