How can I get a glowing warm portrait like this one?

Hi everyone

I am fairly new to Photoshop and editing pictures, but I learn new stuff everyday.
I came across this picture and wondered how I could achieve this warm glowing look from a normal portrait.

Could anyone help me?

Welcome to Photoshop Gurus.

I'll say that image was retouched using a color overlay, maybe a gradient overlay in order to get the yellowish tint, don't exactly know if the blur fx was made on purpose, or it was taken originally like that, i can also see a vignette fx, some light flare on the bottom, also some masking could be involved.

You could Upload a picture so we can experiment on it, and try to recreate that effect.
