How can solve problem of Background color when select color from color swatch ?

PS4 :

Normally, When I select color from color swatch or color chart (right) = select color at foreground color

but, Now when I select color from it = select color at background color.

How can i recover the bottom it again ?

You probably have the background selected which is why when you click a colour it picks it for the background colour.
