I have been trying to figure out for a few days now. How did they get this look? I have been playing with outer glow and transparency? Is that the correct way to do this?

How did they get this look?

What are you actually trying to do? re-create the entire thing or just a certain effect?

It's done by using brushes with specific settings, check out some brush tutorials.
