I had the chance to come accross these pictures...and I would like to know how in the heaven you can create these effects in PS. Any idea? The face replication is kind of easy in a way, but take a close look at those "light spost" on the third picture and how they "travel" all around...looks like the light is bouncing. Any ideas?

A moving subject and a long exposure ?
Not everything is PS.
 
docilbob probably hit the nail. I'd suggest using a tripod though, just loosen the head some, stop down and lengthen the exposure time. However, this effect is quite doable in Photoshop.
You may be able to locate some brushes that will work, for the light streaks, but you'd be better off making your own from the orig. image. ( for shape ). The advantage of doing it in Photoshop is obvious.
Doing it in camera would be trial and error and could require many shots. Doing it in PS, you'd be able to experiment until you got what you want.
