No it's not, I'm sure it's some kind of photoshop effect.

Then what about using a blue soft brush and mix with blending options + opacity.

Yeah, using those combinations plus the motion blur filter to start with gives it something close. I'll play around with it and see if I can get a better result. Thanx for your help.
