How to Make this effect......

create a new layer on top of your image and set the blending mod to overlay or color then get the paint brush and start painting on the new layer.

Also, the patchy effect.

New layer -> Paste a stock image of a cloth effect, or something like that -> Desaturate (CTRL+U) -> Blending mode to overlay/softlight.

Then, the text.
Choose a thin font -> Use yellow as color ->Type font ->Reduce opacity to around 80%

Then, the colors.
New layer ->Super Soft Brush -> Color it in -> Blending mode Overlay/Color/Hue

you can see in that image they also added a faded image of musical notes
