How-to access the De-Blur

How do I access the de-blur feature in PS6? I don't see it in any of the software, and need this to fix a speed blur picture. I find tons of references to it. And NOT getting any reply from Adobe's message board(s) So I am wondering if anyone here can help me.

it is a work in progress they are teasing us with it but not actually out yet.

Also it will only deblur camera movement so if you use a shutter speed slightly to slow then it will possibly sharpen it up for you once it is released that is
