There are a few ways.

Here is one non destructive and editable way.

Duplicate the car image.
Convert the duplicate to a smart object.
Add a Smart Filter Gaussian blur (this filter can be edited). Go to > FILTER > BLUR > GAUSSIAN BLUR, adjust the blur.
Make a selection of the license plate using the Pen Tool.
Add a a layer mask.







Here is a more destructive and non-editable way.

Duplicate the car image.
Turn off the original.
On the duplicate car layer, make a selection with your tool of choice.
Go to > FILTER > BLUR > GAUSSIAN BLUR and adjust the blur.
