How to create a non-square canvas?

Hi All

I need to make a design which is not square. I believe you can not make a square canvas a custom non-square size, so how do I place a node or a marker at an offset I require for the non-square design?

I hope I articulated this properly.

Create your design with a transparent backgeround layer. Save as a png.

No not really. You partially answered my question, but can you tell me how to make an offset, or a marker say 100pixels from the top sides, each side? so that my bottom is the full width and the top is at an offset of the full width?
