Guides are great but if it can be done without them, so much the better IMO.

1-On a new layer create a circle and fill it. Leave it selected.

2-Select-Transform Selection. Hold Shift + Alt and scale the selection inward.

3-Delete the inside selected area.

4-Use the shape tool to draw a triangle in the size and approx. position needed.

5-Align the shape layer and the circle layer horizontal centers.

6-Make a selection of the shape. Select the circle layer, Ctrl+J to cut and paste.
