How to create realistic neon signs?

Dear Gurus,
I've wanted for a long time to create realistic neon sign text, like the one you see on big signs. Playing with blending options, though, rendered me with pretty much ugly stuff. Can a realistic image, much like the one down here be achieved? If so, how?

The simplest way is to use Outer Glow effect in Layer's Blending Options

As well as adding hilites and deepening the shadows to simulate light casting on the beams and surrounding area of the billboard.
