How to get picture like this?

Honestly, although there may have been some minor touchup work, what you see here is mostly the result of good lighting and good photography, not Photoshop

Based on the fact that there is no fly-away hair and some of the edges are fuzzed, I suspect the girl was not originally photographed in front of the white background. However, putting her there is a basic cut job for which there are tutorials both here and elsewhere.

I think you are wrong. They definately use photoshop, if you see anothe image with the same tehnique, you will notice brush or some action touches around hair and skin line, skin is definately brushed or something else done.

all that they would have done is remove spots/moles, uneven skin tones etc... which most people do
to me its looks like a normal image with the BG replaced
