How to get this effect

I have googled a lot and watched many tutorials but they end up showing different effects. But i am interested in this particular effect.. can someone please help me to get this effect. thanks in advance. Here i am attaching some files

To recreate a similar effect I used a combination of TOPAZ LAB Adjust filters (http://www.topazlabs.com/)
Of course this is not done in a few mouse clicks.
It requires 3 of the womans image, on the bottom white with gausian blur, the next one Topaz portrait smooth in normal blend mode, slightly desaturated and on top the same image in Topaz HDR light in multiply mode, slightly desaturated and posterized at 4.
Then the background was added and using a grunge brush the border was brushed away.
To get something like this:

Thank you very much for the expalnation. I havent heard of topaz labs earlier. I will do some experiments with this.
