How would I edit scuba diving photos similar to these?

I think the photos themselves are just go-pro video screen grabs initially.

Has a filter been used in post-processing?

How could I get a similar look?

This can be easily done by using different LUT's and lightroom.

It looks to me like a lot of sharpening has been applied. Try the sliders in the Camera RAW filter.
