Hi rene and welcome to the forums. You have not chosen a particularly easy task for your first, particularly because Photoshop is not an animation program at all. You could create all your frames in Photoshop as separate layers and then export the image to ImageReady to create an animated GIF but that's about it.

As far as the lips go, you might try selection the area around the mouth and then use the Bloat tool of the Liquify filter, Filter > Liquify.

What I'd try is to first make a selection around the lips and expand it by something like 20 pixels, then feather the selection by maybe 15 pixels and copy that to a new layer. I'd try using the bloat tool in Liquify on that layer.

Without seeing the image you are working on, my suggestions are purely speculative. Also if this is your first Photoshop project ever, be prepared for a rather steep learning curve. You're going to have to spend more time learning than doing. Good Luck!

Welcome, Rene!
I mostly agree with Welles, besides the fact that there is no need to go to Image Ready in CS2, as the animation palette is in Photoshop ;)

Drat! I totally missed that Pierre. I guess I'm so used to ImageReady that having the animation palette available in PS never made any lasting impression. Thanks... 8))

CS2 is bigger than it seems, isn't it?
I hope that they will import the conditionnal actions in Photoshop next time around...
