How to make an anime like face in PS CS5

no.. the effect like in the picture i attached

You can get so far with shop, but to be honest it looks like a photography type of effect with shop on top.

Just seems like a window light picture taken with perhaps some skin smoothing in PP

I don't really understand where "anime" even comes into play here. I think of stuff like Vampire Hunter D and Ghost In The Shell unless the OP means they want something that looks real but is animated.
