How to Make this "Magnifying Glass" Effect??

Hi,

How can I make this blue circle "magnifying glass" effect in PS??

Make a round selection of what part of the image you want made bigger, then copy and paste into a new layer. Increase the size of the image in the new layer, and add some bevel effect in the layer blending options, but with low opacity. Then put the glass frame round the image.
