This may be worth a try. In the past few weeks, I have discovered the layer blend mode of Hard Mix, which I have completely ignored in 15 years of learning Photoshop. Hard Mix is one of several blend modes where the Layer Fill acts differently from the Layer Opacity. At 100% fill, Hard Mix usually looks awful, but when you reduce the Fill very low (depending on the image), interesting things happen.

Try these two different options for a glowing effect:

  1. In your image, add a new layer and fill it with white. Change the blend mode to Hard Mix and reduce the layer fill to about 20%.
  2. Alternatively, duplicate you image to a new layer and change it to Hard Mix. Reduce the Fill to about 10%.
