How was this processed?

Hey,

I saw this rad effect in the music video of The Bravery - Believe, how can I achieve similar results?

Do you guys have any idea on how to get close to that? The red layer is not the most important thing but if you have any idea, I'd be glad to learn.

I think the first one is a red light - not sure about the second one.

I think the second one was done with filter + sketch + graphic pen or possibly filter + render + fibers on a new layer with the opacity turned way down. the red look could have been done filter + sketch + stamp and then using curves to tint. either way they are cool.
