How would I achieve this affect editing an image in photoshop?

Hello and welcome to PSG.
The first image is an actual thermal image. You can fake thermal imagery in Ps with a gradient map. You will need the right photo though.
The second image is just an added graininess with a noise filter. Open and copy image. Turn off original. Convert copy to smart object, add a smart "noise" filter, add a "blur" filter.
The last image is just low res photo that's blown up. No real effect added.
