Image ready to export gifs?

Ok, recently I've found that PS won't allow quality animated gifs. So will Image ready do the job of high quality animated gifs?

I read in most sites to use PS with Image Ready to make banners. Any idea why?

gif is a gif whoever handles it, i already explained the limitations of gif files and you say you have looked around the net also?
If a image as 6 blues varying in colour within it a gif file will only save 1 colour from that 6 variants, thus giving you image quality loss.
