It would help if you are more specific. E.g.:
What pixels dimensions do you want in the end
Is pixels OK or is vector a must
Do you need the image coloring to be exactly the same or is reducing the number of colors in the image OK (helps for vectorizing if that is a must)
Such information will help forum members better target a better result for you.

You're going to struggle to get any kind of quality out of that as information that doesn't exist can't be created.
I've given it a shot, but your vector version is pretty respectable, in my opinion (albeit not the same as the original image).

I would have to agree with HuckinFell
I ran the smaller JPEG through JPEG to raw AI and then Gigapixel to the enlargement then ACR for some tonal adjsustments.
The window has more details yet other edges are soft.
Again, not clear about the end desired result
