Is it possible to fix this picture through photoshop?


I wouldn't bother there is no csi fix for that blur other than a retake. Sure you can enhance it a bit but it wouldn't be worth it(the time) imo..... That should give somebody the incentive to try:mrgreen:
 
Agreed with iDad...

Even decent plugins like Nik software wouldnt sharpen it up.

Take another pic if possible.

Darn, that's unfortunate. Well, I wouldn't mind giving it a shot to try to make it better myself. Do you know any tools I should try on it? (I just got photoshop earlier today)
 
Sorry, I don't think you can fix the motion blur unless you clone it out, then you still wouldn't be fixing the overall blue -- as advised above. Any sharpen feature is just going to increase the noise and add color artifact all around the edges, including edges within the features. You can try, but . . . Some may have suggestions as to how you might improve it a little, but without a retake, you'll never have a good portrait.

PS:

Here. Couldn't do any better without starting to paint on it and clean up the fuzzy blur around the faces.

Go take another one. If she lives 300 miles away, drive it! If you really want a good pic.
