Specific Javier Bardem portrait in pop-art style

Hi everyone. Could someone help me out? I'd like to surprise my wife. I would like the Javier Bardem photo (top) to have the same style "pop art" effect as the Escobar photo (bottom). Sorry for including him, but my partner really loves this style.

The true effect is done by using the Pen Tool to create vectors, or "vector art". That's terribly time consuming. This is as close as I can get it without creating vectors.
