Lens ilter, postprocessing or both?

I'd like to know how to get this cool image effect. I'm guessing some lens filter was used because the reflections in chrome look just to sparkly. But then the rest must be some postprocessing effect. I've seen similar effects in other pictures on Flickr with diferent hue but never couldn't really pin down how's that done.

I do not think it was filter, it does not seem like polarising filter to me, neither the one creating "stars" on light sources. I would rather bet on post processing with high contrast, probably some mode extreme blending mode.
