Filters Liquify - CC 2018 vs CS6

Just recently made the jump from CS6 to CC 2018 and I'm having some trouble with Liquify.

In CS6 I could stay stationary with bloat tool. In CC 2018 I can't, I have to move the brush in order to get something to bloat.

Has anyone else noticed this or am I doing something wrong? Bloat and Pucker are my bread-and-butter and I really hate the way they (mis)function in 2018.

Any pointers greatly appreciated.

Nope, I just hold the tool still and click.

EDIT: Sorry, I'm still using 2017.............I have not upgraded.

In CC 2018 I hold still and click...and it works fine...

Are you sure you haven't got your brush size very small?
