Logo Remake

Hello
So I need to remake this logo because it's in pretty bad resolution, I got it from a game's video frame so I think there's no way to get it in a better resolution and I need it in 20 inches by 20 inches. Anyways I know a little more than the basics but I have no idea on how to make this logo from 0.
At the end it's going to be on a t-shirt (don't ask why haha) I was thinking that maybe the best way is for me to remove the background and only leave the white waves with transparency and use a blue t shirt or not I need advice on that too.

One more question, would it be possible to create this kind of logo in Illustrator or is it a must to use photoshop?
(The goal is to make it the most identical possible...)
So does anybody have an advice on how to start? What should I do? Any help helps :mrgreen::mrgreen::mrgreen:

You can do it either in PS or Illustrator. It's pretty easy, but I think you will have some problems with the font (either you have to buy it, either... arrrgh). Basically you have to use Elipse tool and play tith the gradient overlay, outer glow, inner shadows and so on. If you want this for printing, I recomend at least 300dpi in PS, or just do it in Illustrator.

Yeah the font I think I'll make it in vector..... Buy the font? Can you even do that?

Any ideas on how to make the outer glow or white waves? or would it be better to add the blue background?

Man please it would mean the world to me if you could post the eps or whichever file it is and if you could and have the time, could you post a brief explanations on how u made it?
Only if you have the time I really have no idea how much time you have given to this and how tedious it is to explain.
