Specific Make it higher quality

Can someone do some magic on the following pic? I'd like it to be higher quality

It's good but can you also do that without cutting it out?

I guess it's not really possible to make it like.. really HQ right?

I tried sharpening it a little more, but there's only so much that can be done. Maybe somebody else will come along who can do better.
