Motion blur style effect

Sorry if there is somewhere else I should be posting this.

Does anyone know how I could achieve this sort of effect? I've tried playing around with motion blur but the two effects are pretty different.

Any help would be really appreciated...

It looks to me like they're using either the smudge tool using a painting-style brush or perhaps the new mixer brush tool for the top parts. Maybe some motion blur here and there.
