Need assistance with photoshoping this photo

Can someone photoshop the attached photo. She has very blue eyes, would love someone to take the red out and enhance the blue eyes. Also, can they add a blue colored shirt of some kind....a blue turtleneck or something?? Please let me know if someone can do this
