I do't know what you're going for but the person in the foreground is spoiling the view of the Empire State Bldg. And what is that in the lower left ... fencing?
 
Hey, just me (no artist or so), but maybe do something with the sky, color it or so, to make it do some for the city.
Though some may say it compensates nicely for the crowdyness of the city again.
Or the 2 fingers sorta going over in the empire state building can give some nice options aswell.
Removing the fence might be nice too, or color it for the contrast.
Mabe unblur the hair or color the water, though i would stick to only 1 colored thing in a black and white picture like this.

I think you had some intent, but what you are displaying right now doesn't show it. I like the ideas shurgard proposes because the picture needs both emphasis and de-emphasis for purpose to be clear. I think both shurgard and dv8_fx are right in that there are some distracting/detracting elements, the fence in particular. I like the fact that the cityscape comes down in a triangle and the hand represents a triangle in opposition. The photo has possiblity but it seems to also have fatal flaws.
 
I wouldve liked to see the photograph be a little bit more wider and see more of the girl to make it more of an 'over the shoulder shot' but then again thats not something you can do in photoshop :) But I like the range of tones you have in the image. Its very well exposed for the most part.
