i need several help :
1st : What do you called these kind of coloring technique ?
2nd : how to make that kind of coloring with PhotoShop?

they used hue and saturation levels and selection tools

image adjustments hue and saturation levels is also in this

Also could be in camera with lighting for this 2 different ways of this type of effects also hue and saturation may be colorized.

These are the two options i can think of may be a few others.
