Need help w/ how to use photoshop to move an image over on to template

Hello,
How do i move an image over to a template? i can move the image over but the size is huge. Prior to moving the image i click image size & shrink it to 2x1 but after i move it it's back to 8x5 or whatever it was. When i change the size after i have moved it, it stays huge. what am i doing wrong????

If the template is open in Photoshop, type CTRL+T (free transform) and hold SHIFT+ALT (to constrain proportions) while dragging a corner handle in.
If the template is somewhere else, open the image in Photoshop, right click the image title bar, and select image size. enter the correct size, and Save For the Web. Then place the new image into the template.
