So basically i'm looking to create the effect here, but i'm not sure how ):

Looking to create the Feather fade crop on the inside and the outside of the circle.

It looks to me as though,A white circle was created then an outerglow was applied to it,to get that shading effect
Layer>Layer Style>outerglow>use the color you want. The circle on its on layer of coarse.
