Need help

is there an effect to make a still object (like a toy car) and blur the background so it looks like its moving fast???

yeah its called motion Blur Filter > Blur > Motion Blur

You can also create cool looking motion blur from using the wind filter however you have to understand a lot more about blending modes etc to get best results so I would just stick to motion blur.

Remember to do it on a seperate duplicate and mask it out where you dont want it.
