Paid Out of my comfort zone on this one - rough logos

I have a customer who is asking for these two logos to be placed on their apparel but some of these request(s) are way out of my league. I'm willing to pay if someone can do this for me due to the major time constraint I have with this customer. You'll notice that both logos have a "rough surface" look and it's because they simply took a picture of a patch. For the circular logo, I need the black text and black outline on the edge of the circle changed to white and the background changed to transparent along with smoothing out the image. For the second logo, I need the background removed to make it transparent and again, "smoothed" out just like the circle logo. I've looked at many You Tube video's and searched this forum, but I can't figure out how to get the logo the way my customer needs it. Like I said, I'm willing to pay someone for their time and effort if necessary. Thank you so much for your time, pointers and effort in advance.
