Photoshop CS3 fails to start

I work at ITS within an university and am trying to fix a problem with Photoshop CS3 on one of the computer in the campus.

It gets halted when initializing palettes...
I get the error:

"Faulting application photoshop.exe, version 10.0.1.0, faulting module
adobeowl.dll, version 1.0.92.0, fault address 0x00069b7d."

the computer lab has other computers with the same hardware configuration. On those computers Photoshop works smoothly

Find the file and compare the version of this file on the failing computer with the version on other computers. Which OS are you using? XP and older are know for those kind of DLL issues.
 
Adobe OWL has to do with the GUI, it's whole purpose is to have a consistent behavior and look for all CSx applications that make use of it. If your applicating is failing with that DLL, then I suspect the graphics driver. Downloaded the latest driver or even consider a beta driver (or older driver if that solves the problem).

I want to add that it's absolutely recommended to install the old driver first and then use a program like Driver Cleaner ( Drivercleaner ) to be 100% sure that everything is removed, this greatly reduces errors and crashes with the new driver.

I wonder if you do not mind to tell me how to reset the preference file. where is it?
what is its name? what do you mean with resetting?
about the graphic driver, do you mind to be more specific?
what graphics driver is it? from the video card installed on the computer? is it a special graphic driver from Ps?

found the preference file and reset it. It did not fix the problem.
installed the latest driver from Dell support webpage for the video card. it did not work either

any other suggestion?
