im trying to print a poster from a old photo, i have corrected it and fixed all the cracks , but the photo is on some kind of rought papier and when you zoom in there are these little circles all over. has any one a idea how i could fix this in photoshop so it looks normal ?

By far, the best way to eliminate the small circles is to re-photograph the print using extremely diffuse illumination, ie, in a light tent. Doing so will produce much better results then scanning it.

If for some reason, it can't be rephotographed, the best post processing approach would be to use a Fourier transform filter on it.
 
yes i found how to do it with this fft filter on you tube, looks great but why my PS CS6 doesnt have this function ??

Probably because it takes a considerable background in digital signal processing, or at least higher math, to use this filter correctly. Adobe probably felt that most PS users would not have such a background. There are many, many other similarly mathematical filters that Adobe decided not to include in PS. If you like this sort of thing, try NIH's "Image J" program.
