problem creating a graphic

I am trying to make a graphic in a print size of 2.125" x 2.250" with a dpi of 300.
When I open a file with those dimensions, it opens a huge 638x675 file.
What size file am I supposed to open so it prints at 2.125" x 2.250"?

The reason the monitor screen is displaying a large image is due to the fact that computer monitors operate at 72dpi and so the print image size set at 2.125 x 2.225 at 300dpi will appear large on your monitor but will print out at the listed size you have set. This is normal.

Check your image size settings before printing. Refer to the image below.
