quick aspect ratio?

Photoshop 7

I made the picture below using two different images and combined them into one.
The standing photo has feet at the bottom but I can never get the whole image to show up without cutting off the top of her head.
I have to constantly resize length and width to get even close.

Now I know how to manage the aspect ratio tool in photoshop 7 but is there a quick way to "force" an entire photo onto a page while maintaining the ratio? (can I get the feet to show up as well?)

will probably work when you have "snap to" on, and then transform to scale down

Also hold shift while using the transform tool. This will constrain proportions so you won't get any distortion.
